Multi-Agency Support and Safeguarding Hub (MASSH) – The New Integrated Front Door for Children and Families

Multi Agency Support and Safeguarding Hub (MASSH) has gone live. It has brought together the Early Help Hub and Multi Agency Referral Unit (MARU) into one integrated service. The service is a single point of access for help, support and protection.

The service remains based at New County Hall and continues to be colocated with other partners and services:
Police Dedicated Decision Making Team
Family Information and Parenting Service
Kernow Education Advice Line (KEAL), and
MASSH Health staff

Why have these changes been made?

The new arrangements are the next step towards the implementation of the Families First Reforms.  The MASSH will provide a single point of access, enabling earlier, more coordinated support and helping ensure families receive the right help at the right time. The MASSH will provide earlier support, stronger multi-agency decision making and a seamless journey for families across the continuum of need.

What has changed?

  • MASSH is the single front door for requests for support, advice and safeguarding concerns relating to children and young people
  • Our new single online request form replaces the separate Early Help and MARU referral processes
  • Contacts will be triaged through one coordinated process by MASSH managers
  • Improved information sharing and collaboration will support better decision making and outcomes for families

What are the benefits for children and families?

  • Simpler, coordinated, consistent experience and timely access to the right support
  • Families will be able to be signposted to the whole system of help, support and protection
  • The MASSH will be able to continue to ensure strong links to schools, health services and community organisations

What stays the same?

  • Statutory responsibility to keep children safe has not changed and the service will be the point of contact where there are concerns about the safety of children
  • Decisions will continue to be based on risk, need and professional judgement
